According to Article 38 of the Regulations on the Safety Management of Hazardous Chemicals:

Enterprises that have lawfully obtained a Hazardous Chemicals Production Safety License, a Hazardous Chemicals Safety Use License, or a Hazardous Chemicals Operating License may purchase highly toxic chemicals and explosives-making hazardous chemicals using the corresponding licenses. Civil explosive manufacturing enterprises may purchase explosives-making hazardous chemicals using a Civil Explosive Manufacturing License.

Units other than those specified in the preceding paragraph that wish to purchase highly toxic chemicals shall apply to the public security organ of the county-level people's government at their location for a highly toxic chemical purchase license; those wishing to purchase explosive hazardous chemicals shall present a statement of legitimate use issued by their unit.

Individuals shall not purchase highly toxic chemicals (excluding pesticides classified as highly toxic chemicals) or explosive hazardous chemicals.
